Developer contributions - Wyong Mayor’s concerns unfounded

Member for Wyong, David Harris, has said that concerns raised by Wyong Mayor Bob Graham, that the capping of sec 94 developer contributions will create a black hole in Council’s funding, are premature.

Mr Harris said that the Minister for Planning, the Hon Tony Kelly, has already held meetings with the NSW Local Government Association and Council representatives to discuss this issue.

“Also, officers from Planning NSW, Treasury and the Division of Local Government will meet with Wyong Council in late June  regarding transitional funding arrangements,” Mr. Harris said.

“It is important to remember that the thrust of these reforms is to drive down the cost of housing to home buyers.”

“The Government has introduced stamp duty cuts and First Home Buyers initiatives and reducing levies will assist with the supply side of things,” Mr. Harris said.

Mr. Harris said that it is important to note that if a project does not start because of high costs due to levies then zero Section 94 contributions are collected anyway.

“Developments such as Warnervale are held back because current levies make it too expensive,” Mr. Harris said.”

Mr. Harris said that local government will be consulted on the guidelines relating to classification of infrastructure but the focus will be on measures aimed at commencing housing construction.

“This is exactly what Sec 94 contributions were intended to do,” Mr. Harris said.
